I think the article cited misleads the reader into thinking the entire project was cancelled and billions wasted. On the contrary, there are four variants of the mega project for which one was cancelled. Three remain and there appears no indication of the remaining platforms being cut.
The following article I think does a better job in bringing the announcement into context:
But make no mistake, this is to be expected from a project that turns basic research into a piece of usable equipment. The innovations derived from earlier generations of the project known as JTIDS still fuel what we know in digital communications today.
