Perhaps it is a Dual Band, but I am guessing it's probably more like the TYT TH-F8 which you buy as either a VHF or UHF model, but it is dual standby. So you can listen to two frequencies VHF/VHF, UHF/UHF, or VHF/UHF, UHF/VHF, but can only transmit on the VHF or UHF band that the radio is designed for. I guess time will tell.

I am chuckling continuously to myself while reading all of the Yahoo group posts from those who ordered from Hong Kong or China, on the 13th - 17th of March, and are JUST NOW getting their radios.
I didn't even know it existed until I saw Ed Griffin of wouxun.us, Import Communications, and UV-5R.com at the Charlotte Hamfest on March 10th. I placed an order with Ed in the wee hours of the 19th, and was programming mine a scant 59 HOURS later.
My radio speaks English, with a Chinese accent, yes, but it is English.
I was spared the agony of watching it sit in New York for 3 or more days, and spent MAYBE an extra 10 Bucks, if that.
Plus, my programming cable worked right THE FIRST TIME.
Ed has a good reputation. He has added a lot of info to the Yahoo Groups.
I think 409Shop is fine if price is more important to you than time. Also, if you have problems, dealing with a US dealer like Ed or Chris is going to be much easier.
I've had lots of experience with various chinese HT's... The Wouxun KGUV2D and Baofeng UV5R seem to both be pretty good. Controls aren't as snappy as my Yaesu FT60r, but, that's not a big issue. The only issue I Had with my Wouxun was the muffled TX audio. Just do a search for "wouxun audio mod" and you'll find a PDF from some russian guy, about how to remove 3 caps to get rid of the low pass filter in the audio circuit. Sounds a lot better now.

(Saw Ed at Dayton this year... again...) I wonder when THAT market will be saturated with these things. You see tons of hams with a Baofeng or Wouxun radio there.
I am getting mine today or monday, hopefully today, I dont care what you guys say but this radio is nice, even though it took 6 days for shipping, good things come to those who wait!!!!!!!!!!
